You might find the occasion where the Summary page of your campaign shows a Rich Message, but the "Configure Rich Messages?" option is disabled in the campaign's settings:
This is only a display quirk. The Summary page of the campaign will always show what is set in the "Name" and "Title" fields under "Configure Rich Message?" toggle, regardless of whether Rich Messages is enabled or disabled in the campaign.
If the "Configure Rich Message?" toggle is disabled in a campaign, the campaign will not send any Rich Message, even if the Summary page shows the Rich Message's "Name" and "Title" fields.
