One of the reasons might be the guest's unsubscribed email address from marketing emails.
The guest receives the coupon code to the registered email address. Thus, to receive a coupon code from the campaign in which the coupon campaign is attached, the guest's email address must be subscribed to the marketing email subscription list. Otherwise, they will not receive the coupon code.
