Yes, an active compression campaign will retrigger, even if the guest account has already received the campaign, only if the account is out-of-range and earns enough points to enter the compression campaign range.
For example, a guest (250 points) was targeted by a compression campaign that had a range of 200-299.
The guest earns 250 more points and they redeem a 500 point redeemable which returns the points to 0.
The guest starts the journey again and earns 20 points when they are at 190 points and now have 210.
This account will once again be targeted by the same compression campaign if it is still active.
This behavior does not occur if the guest is in the range as described in the note in this article: Compression Campaign
