No, there is no item-level discounting in Toast V3. This is why the "Punchh Open Dollar Check discount" set up on the Toast side is configured at the check level instead of the item level as shown below.
All item-level discount/redemptions are controlled by Qualification Criteria on the Punchh side but Toast considers them a check level discount.
