In order to make sure your Recall Campaigns are checking for guests that meet the criteria (for lapse in checkins, generally in number of days), you'll need to make sure the Recall Campaign Schedule is turned on or activated.
In order to check this or activate, navigate to Support>Schedules>Recall Campaign Schedule (in the drop down):
Once you've pulled up the schedule, configure it as desired and click on "Activate" as seen below:
