Only the notification messages (email/push) are sent to a user via the "Send Test Notification" option. The redeemable is sent only when the campaign is processed, not during testing.
If you'd like to test the full campaign functionality including sending rewards, you'll need to duplicate the campaign and have it process to a segment of test users. For more information on how to do this, please see this article:
