Most of the time it's occurring in versions of Internet Explorer. While this is a browser that is still used by many, it is no longer updated by Microsoft, who has shifted to Edge as their newest browser.
One of the issues with Internet Explorer is that it does not read the code used in HTML5/CSS3 in a standard way, which can lead to odd spacing issues as you are seeing in the screenshot as an example. Unfortunately, Microsoft often used their own methods when they wrote their older browsers.
This can be worked around by someone who is skilled in these languages (a web designer), however, the only way to work around these issues for that specific browser is to test in that browser, and write specific CSS to support them. You could use a contractor to do so if you have no one on staff, and there are testing tools which will let you see how something appears in every browser type.
We do not know if that effort is worth it in your eyes or not, as Internet Explorer is shrinking in use. Mobile is where over 50% of web views happen now, and I.E. is a small subset of desktop browsers, so the use case may not be worth the additional cost.
