If the Signup Campaign is created to which 'All Signed up' segment (Guest Profile segment) then it will follow the general process and, email/messages will be sent to the new signed-up users only.
Guest Profile segment is used to target specific users like 'eClub users' or complex segments but it might affect the gifting as it takes time to check if the guest belongs to the segment or not and this might skip few guests from receiving the rewards.
